for the operation of the Urban Council will

be Government Revenues voted for the purpose

by the Legislative Council in the annual

budget, and consequently, will continue to

be subject to assessment for the purposes

of Defence Contribution.

I should be

obliged if you would inform

this presumption is correct.

3. I observe that the proviso

to Section 3 (4)(3) of the Ordinance

excludes Government officers from

the franchise for the Urban Council.

It is not clear that this is, in fact,

justifiable and I should be obliged

if you would inform me whether there

is any ground for such exclusion.
